香港財政司司長陳茂波在《財政預算案2026》中表示，政府將於年內提交數位資產政策條例草案，就數位資產交易及託管等服務提供者訂立發牌製度。現時香港已實施法幣穩定幣發行人發牌製度，將在3月發出首批牌照；而政府及金融監管機構會繼續推動持牌發行人在合規及風險可控的前提下，探索更多應用場景。陳茂波指，香港證監會亦將在充分保障投資者的前提下，進一步促進香港數位資產市場的流動性，為專業投資者提供更多產品及服務，並會建立加速器以加快推動市場創新。

Paul Chan, Financial Secretary of Hong Kong, stated in the 2026 Budget that the government will submit a draft digital asset policy bill within the year to establish a licensing regime for digital asset trading and custody service providers.

Hong Kong has already implemented a licensing regime for fiat-referenced stablecoin issuers, with the first batch of licenses to be issued in March.

The government and financial regulators will continue to support licensed issuers in exploring more use cases on the premise of compliance and risk control.

Chan noted that the Securities and Futures Commission (SFC) will further boost liquidity in Hong Kong’s digital asset market while fully protecting investors, offering more products and services for professional investors, and establishing an accelerator to accelerate market innovation.
