俄羅斯國家杜馬金融市場委員會主席安納托利·阿克薩科夫（Anatoly Aksakov）表示，俄羅斯境內所有支付行為必須使用盧布，比特幣、以太坊等加密貨幣永遠不會成為俄羅斯法定貨幣，僅能做為投資工具；立法機構支持中央銀行反對個人及企業使用加密貨幣做為支付工具之立場。俄羅斯早在2020年即已禁止境內將加密貨幣做為支付手段。

Anatoly Aksakov, Chairman of the Financial Markets Committee of the State Duma of Russia, stated that all payments within Russia must be made in Russian rubles. Cryptocurrencies including Bitcoin and Ethereum will never become Russia’s legal tender and may only be used as investment tools. The legislative body supports the central bank’s stance against individuals and enterprises using cryptocurrencies for payment purposes. As early as 2020, Russia has prohibited the use of cryptocurrencies as a means of payment within its borders.
