據中國黨政幹部論壇公眾號，中央黨校（國家行政學院）國際戰略研究院副院長陳建奇教授撰文指出，當前以美元為主導的國際貨幣體系正面臨「特裏芬難題」及美債不可持續等結構性矛盾，而加密貨幣的去中心化特性正成為重構體系的新動力。文章強調，國際貨幣體系改革的重點在於平衡中心化與去中心化，並提出「雙輪驅動」的中國方案：一方面依托香港國際金融中心開展穩定幣試點，對接國際生態；另一方面透過數字人民幣實現自主創新。

According to the official WeChat account of *Chinese Cadres Tribune*, Professor Chen Jianqi, Vice President of the Institute of International Strategic Studies at the Central Party School (National Academy of Governance), pointed out in an article that the current U.S. dollar-dominated international monetary system is facing structural contradictions such as the **Triffin Dilemma** and unsustainable U.S. debt. Meanwhile, the decentralized nature of cryptocurrencies is emerging as a new driving force for reshaping the system.

The article stresses that the core of international monetary system reform lies in balancing centralization and decentralization, and puts forward a China’s 'Two-Wheel Drive' solution: on the one hand, pilot stablecoin initiatives will be carried out through Hong Kong as an international financial center to connect with the global ecosystem; on the other hand, independent innovation will be achieved through the digital renminbi (e-CNY).
