據俄新社報導，俄羅斯央行已公布加密貨幣監理構想方案，並向政府提交相關法案修正建議，預計在 2026 年 7 月 1 日前完成法製基礎建置，並自 2027 年 7 月 1 日起，針對非法加密貨幣仲介活動設立責任追究機製，其監理思路與銀行業非法業務處理框架相類。俄羅斯央行強調，在推動納管程序的同時，將強化風險控管與投資人保護措施。

According to RIA Novosti, the Central Bank of Russia has unveiled a regulatory concept for cryptocurrencies and submitted relevant legislative amendment proposals to the government. It plans to complete the establishment of a legal framework by July 1, 2026, and introduce a liability mechanism for illegal cryptocurrency intermediary activities starting from July 1, 2027. The regulatory approach is similar to the framework for handling illegal banking operations. The Central Bank of Russia emphasized that while advancing the regulatory process, it will strengthen risk control and investor protection.
