土庫曼斯坦總統塞達爾·別爾德穆哈梅多夫（Serdar Berdimuhamedow）於2025年11月下旬簽署的新法案，已於1月1日正式生效，明文允許加密貨幣挖礦業務與加密貨幣交易所營運。該法案規定，加密貨幣挖礦（含礦池）在當地屬合法範疇，非土庫曼斯坦居民完成註冊程序後亦可參與；在土庫曼斯坦境內設立的加密貨幣交易所，須取得相關執照，同時落實客戶身份驗證（KYC）、反洗錢（AML）相關要求及冷錢包儲存規範。此外，新法亦明確指出，加密資產在土庫曼斯坦不具備法定貨幣、貨幣形式或證券的屬性。

2025 officially took effect on January 1st, explicitly allowing cryptocurrency mining operations and the operation of cryptocurrency exchanges. The bill stipulates that cryptocurrency mining (including mining pools) is within the legal scope locally, and non-Turkmen residents can also participate after completing the registration process; cryptocurrency exchanges established within the territory of Turkmenistan must obtain relevant licenses, while implementing Know Your Customer (KYC), Anti-Money Laundering (AML) requirements and cold wallet storage standards. In addition, the new law clearly states that crypto assets do not possess the attributes of legal tender, monetary form or securities in Turkmenistan.
