Leaders of the 27 EU member states held negotiations on the long-term budget for 2028–2034 on October 15. Countries hold major disagreements over budget size and new sources of tax revenue. France opposes deep budget cuts and calls for new EU-wide taxes covering digital services, crypto assets and online gambling to raise collective fiscal revenue. The European Parliament previously proposed exploring taxation on capital gains from crypto assets as a potential new revenue stream for the EU budget. EU leaders aim to reach an agreement by year-end. Any new tax requires unanimous approval from all member states.
