Russia officially launches the large‑scale rollout of the digital ruble on September 1. Under the regulation issued by the Central Bank of Russia, systemically‑important banks and large‑scale merchants whose revenue exceeded 120 million rubles in the previous year are required to support digital‑ruble payments at the first stage. Coverage will be further extended to other banks and small‑to‑medium merchants in 2027 and 2028. Individual participation remains voluntary. Users may open a digital‑ruble account via banking applications connected to the central‑bank platform. Individuals are allowed to transfer a maximum of 300 000 rubles from their bank account every month, with zero commission fees for payments and transfers. Russia has also introduced a unified payment QR‑code to facilitate consumption transactions settled in digital rubles.
