根據國務院印發的《城市更新「十五五」規劃》文件，為提升城市治理能力、推動城市全域數位轉型，我國將建設城市資訊模型（CIM）基礎平台，打造集約統一、資料融合、高效協同的城市數位底座。完善CIM基礎資料庫與標準體系，擴展「CIM+」在城市更新中的應用場景。推進房屋建築與市政設施賦碼，建立國家房屋建築與市政設施基礎資訊庫。推動區塊鏈技術賦能住房交易、產權登記等業務。健全國家、省、市三級城市運行管理服務平台體系，實現城市運行「一網統管」。

According to the *15th Five-Year Plan for Urban Renewal* issued by the State Council, China will build a City Information Model (CIM) basic platform to improve urban governance and advance comprehensive digital transformation, forming a centralized, data-integrated, and highly collaborative urban digital foundation. The country will improve the CIM database and standards, expand “CIM+” applications in urban renewal, assign unique codes to buildings and municipal facilities, and establish a national basic information database for such assets. It will promote blockchain technology to empower housing transactions and property registration, and develop a three-tier (national, provincial, municipal) urban operation management platform to realize “one-network unified management” of city operations.
