據《金融時報》（FT）報導，歐盟提議全面禁止與俄羅斯相關的加密資產交易，以遏止其透過加密資產規避製裁，包括禁止與在俄羅斯設立的任何加密資產服務商或平台往來交易。

歐盟也擬首度動用反規避權限，限製與吉爾吉斯斯坦的部分貿易，指該國被用來轉售受限商品給俄羅斯。草案同時計畫新增製裁約 20 家銀行、禁止數位盧布交易，並加緊對俄羅斯原油運輸船隻的服務禁令。該方案須經會員國一緻同意，目前部分國家表達保留意見。

According to the Financial Times (FT), the European Union has proposed a full ban on Russia-related crypto asset transactions to curb its use of crypto assets to evade sanctions, including prohibiting dealings with any crypto asset service providers or platforms established in Russia.

The EU also plans to exercise its anti-circumvention powers for the first time to restrict some trade with Kyrgyzstan, citing its use for reselling restricted goods to Russia.

The draft proposal also intends to add sanctions on around 20 additional banks, ban transactions involving the digital ruble, and tighten the ban on services to ships transporting Russian crude oil. The plan requires unanimous approval from member states, and some countries have so far expressed reservations.
