Anatoly Aksakov, Chairman of the Financial Markets Committee of the State Duma of the Russian Federation, stated that the crypto regulatory bill is expected to be put to a vote by the end of June. If approved, the bill will take effect on July 1, 2027, and includes regulations on cryptocurrency exchanges, with unregistered operators potentially facing fines or imprisonment. Retail investors will be required to pass a qualification test and subject to an annual purchase cap of 4,000 US dollars. The central bank will determine the tradable cryptocurrency types, which may include BTC, ETH and others. Stablecoins may be used in external economic activities, and can only be purchased through licensed brokers.
