The Republic of the Marshall Islands announced that it has completed the world’s first on-chain Universal Basic Income (UBI) disbursement through the Stellar blockchain, using a digital sovereign bond named USDM1 as the distribution tool. This project is part of the national-level ENRA Program, jointly promoted in collaboration with the Stellar Development Foundation and Crossmint. It replaces the previous quarterly cash handouts with digital transfers, covering eligible citizens across the country’s scattered islands. USDM1 is a U.S. dollar-denominated sovereign bond, fully backed 1:1 by short-term U.S. Treasury securities.
