智通財經 APP 獲悉，香港證券及期貨事務監察委員會（SFC）行政總裁梁鳳儀表示，香港計劃放寬規定以鼓勵加密貨幣交易活動，獲證監會發牌的加密貨幣交易平台可將本地實體連接至其全球訂單簿，監管通函將於今日（11 月 3 日）稍後發布。此舉將可打破目前僅利用香港境內訂單的封閉模式，並且讓加密貨幣交易符合適用於傳統資產的規定。

目前與美國等加密貨幣中心相比，香港的加密貨幣活動仍相對低迷。梁鳳儀指出，香港監管機構採取的立場較為強硬，但一旦能確保可保障投資者，監管便會有所放寬。她進一步表示，監管機構在下一階段將考慮容許獲得本地牌照的加密貨幣經紀商接入全球流動性池，惟未提供具體時間表。

若相關措施得以落實，有望吸引幣安（Binance）及 Coinbase 等加密交易巨頭。這些公司可透過經紀商牌照在香港設立業務，無需耗時數年申請完整的加密貨幣交易所牌照。

This move will break the current closed model that only uses orders within Hong Kong and align cryptocurrency trading with the rules applicable to traditional assets.

Currently, compared with cryptocurrency hubs such as the United States, cryptocurrency activities in Hong Kong remain relatively sluggish. Liang Fengyi pointed out that Hong Kong's regulatory authorities have adopted a relatively strict stance, but once investor protection can be ensured, regulations will be relaxed. She further stated that in the next phase, regulatory authorities will consider allowing locally licensed cryptocurrency brokers to access global liquidity pools, though no specific timetable has been provided.

If the relevant measures are implemented, it is expected to attract major cryptocurrency trading players such as Binance and Coinbase. These companies can establish businesses in Hong Kong through broker licenses, without spending years applying for a full cryptocurrency exchange license.
