Paul Atkins, Chair of the U.S. Securities and Exchange Commission (SEC), stated that the SEC plans to officially launch the rulemaking process for the 'Innovation Exemption' by the end of this year or early 2026, aiming to encourage enterprises to develop digital assets and related technologies in the United States. At an event in New York, Atkins pointed out that although the government shutdown has hindered the SEC's rulemaking progress, this exemption remains its top priority. He emphasized that regulatory measures over the past few years have restrained the development of the crypto industry, and the SEC is now shifting towards supporting innovation. Meanwhile, he praised Congress for the progress made in stablecoin legislation, noting that the implementation of the GENIUS Act will promote the structural reform of the U.S. crypto market.
