據《香港經濟日報》報導，香港金融管理局（金管局）表示，截至8月底共收到77宗穩定幣發行人牌照申請意向，申請機構涵蓋銀行、科技公司、證券/資產管理公司、電商、支付機構及 Web3 初創企業等。金管局重申，在穩定幣條例實施初期僅會發出少量牌照，並建議準備完備的機構在9月底前提交正式申請。金管局強調，提交申請意向或正式申請並不構成任何批準或認可，同時提醒公眾警惕無牌穩定幣的宣傳行為。

According to *Hong Kong Economic Journal*, the Hong Kong Monetary Authority (HKMA) stated that as of the end of August, it had received a total of 77 expressions of interest in stablecoin issuer license applications. The applying institutions come from banks, technology companies, securities/asset management companies, e-commerce platforms, payment institutions, Web3 startups, and other sectors. The HKMA reaffirmed that only a small number of licenses will be issued in the initial stage of the Ordinance's implementation, and advised well-prepared institutions to submit formal applications by the end of September. The HKMA emphasized that submitting an expression of interest or an application does not constitute any approval or recognition, and reminded the public to be alert to the promotion of unlicensed stablecoins.
