美國白宮分別緻信韓國總統李在明和日本首相石破茂，表示因長期存在的貿易逆差和不對等的關稅及非關稅政策，自2025年8月1日起將對所有來自韓國和日本的產品加徵25%的統一關稅，且與現行的分行業關稅製度分離。美方表示，若韓日企業在美國境內設廠生產，可豁免該關稅，並承諾提供快速、專業、常規化的審批流程。

The White House sent letters to South Korean President Lee Jae-myung and Japanese Prime Minister Ishiba Shigeru respectively, stating that due to long-standing trade deficits and unequal tariff and non-tariff policies, a 25% uniform tariff will be imposed on all products from South Korea and Japan starting August 1, 2025, separate from the current industry-specific tariff system. The U.S. side said that if South Korean and Japanese enterprises set up factories and produce in the United States, they can be exempted from this tariff, and promised to provide a fast, professional, and regular approval process.
