中國社會科學院學部委員、國家金融與發展實驗室理事長李揚表示，美國推動穩定幣立法旨在強化美元地位、推動支付現代化，並為美債創造新需求。穩定幣實質上是美元在鏈上的延伸。面對浪潮，中國應堅定推進人民幣國際化，並順應穩定幣與傳統金融融合趨勢，推動人民幣穩定幣與央行數字貨幣互補發展。李揚建議充分利用香港優勢，發展離岸人民幣穩定幣，構建可控的國際支付渠道。  

Li Yang, Member of the Chinese Academy of Social Sciences and President of the National Institute of Financial and Development, noted that the US promotion of stablecoin legislation aims to strengthen the US dollar's status, modernize payments, and create new demand for US Treasury bonds. Stablecoins essentially represent the on-chain extension of the US dollar. Facing this trend, China should firmly advance RMB internationalization, align with the integration of stablecoins and traditional finance, and promote complementary development between RMB stablecoins and the central bank digital currency (CBDC). Li Yang suggested fully utilizing Hong Kong's advantages to develop offshore RMB stablecoins and establish controllable international payment channels.
